Net Neutraility Test

news of a test for net neutraility were made yesterday at the Black Hat security conference in Vegas... whats this you ask?

"The software can tell whether computers are treating some types of IP traffic better than others -- dropping data that is being used in voice-over-IP (VoIP) calls or treating encrypted data as second-class"

This has been a hot topic recently as Congress is currently debating whether to enact net neutrality laws what would prevent broadband providers like comcast, att, verizon from treating internet traffic and content differently, placing certain traffic as second class which would mean bad quality calls, slower dowloanding speeds, etc etc for us the end user...

Ive heard about this net neutrality thing but never found a simple explanation. thanks for putting it in terms non techies can understand
